john boehner because this is all about the president and john boehner's relationship. john boehner now, when he walks back to hc-5 and he has that meeting with a republican caucus that he's having to drag to the table to bring -- generate new revenue. he now goes back, and boehner faces a very angry caucus. tom cole came out and said, hey, let's go ahead and raise taxes. that was remarkable. eric cantor on this show said, we have to raise additional revenue. republicans have stepped forward and said that. if i were a sitting member of congress right now, a guy on this show who has said for years we have to make a deal, my response to john boehner would be very simple. just stop talking to him. don't talk to them until they make a serious offer. just don't. because this is, after all, a party that's been running the u.s. senate for years, and they've never produced a budget. if they want to offer us something serious, great. if not, well, we'll just sit back and wait. really, i've got to say, i'm really stunned by what happened yesterday, mark. tell us why it happened the way it did. >>

sides stand right now. boehner's new plan would raise $2.2 trillion. now it would extend the bush tax cuts for everyone and yes that does include the top 2%. and it would instead raise $800 billion in revenue from so-called tax reform and that's what we mean when we talk about capping deductions and closing loopholes. the rest of the money comes from cuts to both mandatory and discretionary programs. now to recap again on the president's offer, he wants to raise $1.6 trillion, that's double boehner's amount on the rich an and he's asking for more than $200 billion in stimulus spending and promising about $400 billion worth of cuts to social programs. now obviously those two plans have very little in common. neither side is budging when it comes to their demands on taxes. but now here are a few problems with boehner's proposal. for one, he has yet to get specific on which deductions and loopholes he actually plans to get rid of. for another, he's trying to borrow from the simpson bowles agenda of raising revenue

from speaker boehner's plan, $800 billion in tax reform savings. so this is the new tax revenue. this is the amount, 800 billion. this would be through closing loopholes, not through increasing tax rates, which republicans remain opposed to the $600 billion in health savings, that's the entitlement reform, that's medicare cuts and other spending cuts to entitlement programs. look at how this compares to the white house plan. $1.6 trillion in new taxes, which is two times the amount of revenue in speaker boehner's counter off err. also $400 billion in cuts to medicare and other entitlements, that's $200 billion less in cuts to entitlements, also asking congress to give up its authority on the debt limit vote to have a very long debt limit vote which is a non-starter for republicans. they like to have that power. the white house dismissing this as nothing new. they're saying it lacks specifics, as you heard n that conglomeration of sound bite there's, because speaker boehner doesn't outline exactly what deductions he would target. he doesn't outline his entitlement cuts, but there

in the white house try to ultimately broker a deal between two very different plans. house speaker john boehner's counteroffer, if you take a look at the headlines from this $800 billion in what would be savings from tax reform. so that is new tax revenue. but not done by increasing income tax rate on the wealthiest. but instead by closing tax loopholes, eliminating tax credits. and also $600 billion in health savings. that's what you'd get from entitlement reform. from reforming medicare, and doing some cuts there under this plan. but compare it to the white house plan, very different than what's on the table there. $1.6 trillion in new taxes. that is two times the amount in the boehner plan, and also, of course, includes increasing those income tax rates for the wealthy. $400 billion to medicare and other entitlements, that's $ 00 billion less than in the speaker's counteroffer and this would force congress to give up its debt limit vote which is a nonstarter for house republicans. the white house saying that boehner counteroffer is nothing new, that it lacks specifics. but i will tell you, z
